The parkas have vlecro and snaps in the hood. I'm guessing there's a mask or something that goes in there? Does anyone know what it's called, so I can look it up?

I asked someone else recently, he said it's for a fur ruff. There's a couple of different kinds, and were generally only issued to special forces, according to him. Not sure about that last, but if you look around a bit, you can find them on the net--I stumbled across one for $20 or so IIRC.
