Changing your \"Administrator of your plan or area\" Contractor can be ok and not be a problem or a \"Headache\" and You Folks in the Southern Half with \"United Health\" are going to have trouble.
I have had Aetna for 10 years (I stay out of the VA still even as CAT 1) and have had very few problems that a phone call and asking to be directed to another section I didn't fix it.

Aetna has several \"Layers\" , Working with them as a Union VP on insurance matters for others I learned a Hell'va alot on how the Whole thing works, that applies to all insurance companies.

If you get Aetna , you can ask for \"Waviers\" due to \"Distance\" , Condition, Doctor, etc... I just got a wavier for CJ to have 3 teeth pulled (We don't have dental, but its covered under Aetna Medical plans as Out Patient surgery) at 90% and we had no Oral surgeon within 90 miles in network but one that came here to a Hospital not in Network in town.
I asked for a Wavier , and they gave me one for 3 visits plus 2 extra just in case.
I have seen the same Neurologist for 11 years now and he wasn't in network for 3 years, but I got the wavier and they paid him at 90% as if in Network just for asking for the wavier.

All insurance Companies have to have a claus for these things or issues, if you get stuck with one, your Dr isn't in network or nearest is more then 50 miles (this seems to be the Bar) Ask for a \"Wavier\" or if you are being seen for a chronic condition by a Dr for a period of years and they don't take your new \"Carrier\" ask for a \"Wavier\".

So Every insurance company has its \"Nightmares\" but you can beat them, I beat BC/BS after 2 years of fighting and won $15,000 on my own (No lawyer) after I had already settled the bill for $2000 with the hospital because I showed the State Board of Insurance BC/BS didn't give me all my options and wouldn't grant me a wavier for a specialist for my Eye, but didn't tell me I could go to my Normal hospital and the Dr I needed to see came once a month from Chicago there.

So I pocketed the $13,000 legally as the Out of Network Hospital Miss Dx'ed me,they took the $2000 as payment and closed my account out. Which wasn't really malpractice since it didn;t cause me any harm as yet at the time.
