I was perusing the A-10 Pilot Ops Procedures and saw smoky devil/chaff/flare procedures or something of the like. I'd never heard of smoky devils, so I did a google search and didn't come up with anything. What are they?

Smoky Devils are self protection flare simulators. They load and dispense from the ALE-40 the same as chaff and flare.

Why would one use a flare simulator? I'm assuming they're for training?

One would think that, but Smokey Devils pose a bigger fire danger than flares do and their use is more restrictive than with flares.

The only smokey devils I've ever heard of are SAM Simulators used during excercises such as Cope Thunder. I really have not seen any though since about 1990.

Smokey devils, M-206(T-2)/B Flare Simulators are cheaper than regular M206 Flares. M206 are around $20.21 each while the T-2 is about $7.50 each.

Yup, plus about .99 cents for the squib. So with a typical mod holding 30 flares, well you do the math.

The SAM simulators are called Smokey SAMs.

more than $5,000 per Strike Eagle !!! IF the modules were ALL flares. So how much does the chaff cost? I find balls of it around here every once in a while.
