Insiders can answer this question with ease:

It appears that the Air Force has a bigger bank roll from the feds than the Navy. What are the factors that lead to that: Fiscal responsibility; better lobbiests; more appealing pet projects????...

Yes, those things are factors, but sometimes it is due to more pesuasive leadership arguing that their way gives more bang for the buck. The Air Force has been "lucky" to be able to show their stuff lately, and so has made effective arguments for more budget. I wish there were some Army leaders that could put together some plan to acquire equipment/capability to counter anarchists and terrorists with less risk. That would get them big $$$$.

If that's true, then seems like the Air Force can play the game of politics much better than the Marines can, the Air Force getting the best of both worlds<img src=icon_smile_wink.gif border=0 align=middle>
