That's the F-35 avionics test-bed it will get abreviated wings behind the cockpit as well, they did the same thiing with the F-22. Actually this one had the canards, or smaller wings, before, appears they took them off. That REALLY makes it look weird when those are on! Especially if it flies directly overhead.
