Can someone tell me what that term means? I heard it from someone online a while ago but I have no clue what it means.

Most aircraft have multiple flap settings.

All set at varied angles. say 20 Degree Flap For takeoff...35 For landing approach, Full Flaps at 50 or so for STOL or Heavy Conditions.

Flaps modify the airfoil to generate differnt conditions of Lift and Drag. It is a variable that balances, The moment weight of the aircraft and Thrust to weight ratio to safely take off and land an aircraft under varied conditions.

Well yeah I already knew that, but apparently it's some other slang term that pilots use for something completely different.

"What the F*ck, Over." Although I've always seen it abreviated as WTFO. Maybe it's just a military thing.

I've once heard someone being referred to as having their Flaps Full Down. As I'm sure you know, having flaps down creates a lot of drag, therefore, Flaps Full Down was referring to a person who was a bit (or a lot) behind the power curve. However, I haven't heard or used that term in a long time.
