Why is the RAT out with at leaste one engine stil running?

Been along long time since my F-4 school days at Shaw...and working them alot in Aviano.....but

Doesnt the RAT stay deployed until being inspected and stowed?

My guess would be it is out for an IFE (Inflight Emergency) of some sort, but if that was the case there would be fire rescue and crash recovery vehicles all around in the picture as well?

If you watch to the end of the video, a crash truck just enters frame in slow chase mode.

the rat stays up untill inspected and it is only for elect. power. Any time a generator winked out they would use it. Man I hated the air leaks in those things we would shoot hydro fluid into the system to slow the leaks because you could never get them air tight.
